OUR PRIMARY ISSUES

Controlled Growth: Growth in our county has outstripped the necessary infrastructure, in the areas of roads and schools, necessary to support our current level of residents. In addition, the infrastructure is also inadequate in the areas of fire and police protection, government buildings, correctional facilities, parks, and libraries. Unfortunately, growth in our county is primarily controlled by developers, with the aid and assistance of our county commissioners and their staffs. In the past, time after time our county commissioners have voted to rezone agricultural land (normally 1 home per acre) to residential zoning (4 or more homes per acre) without making provisions for the necessary infrastructure. For example, currently there are 8,900 approved lots just in the Pace Water System area of our county waiting for the real estate market to turn around for building to begin. Our roads and schools are overcrowded now, where will we be with 8,900 new homes in Pace, and thousands more spread around the county? In the Pace area the 8,900 approved lots equates to 3,700 school age children who will need schools and other facilities for their education. Several years ago The Benny Russell School on Avalon Blvd. was built for $20 million and can house 900 students. Using the Benny Russell School as a guide, at least four additional schools must be built for the new students caused by uncontrolled growth at a staggering cost of $80 million! Since the School Board has refused to implement a school impact fee, the $80 million will most likely be borrowed and our school taxes raised to pay for the interest on the loans. To stop uncontrolled growth we must vote for commissioners who will respect the land use comprehensive plan and approve zoning changes only in exceptional cases, instead of approving almost every zoning change request made by the developers as they have done in the past.

OTHER IMPORTANT ISSUES

Economic Development - Santa Rosa County should strive to attract and retain small and medium sized businesses that pay good wages and provide employee benefits. We should be a complete community with opportunities for citizens to live, work, shop, and spend leisure time in our county.

• Building subdivisions is not real economic development. Residential development does not pay for the infrastructure required by the development, and in many cases, it does not generate sufficient tax revenue to pay for the services it requires. The county should balance commercial growth with residential growth, and target growth more strategically around towns and economic centers consistent with the land use plan.
• We need a sound economic development plan and the competence to implement it.
• We need to preserve and promote our farm community. We need to develop a comprehensive agricultural protection plan that includes agricultural land use protection districts and urban growth boundaries. The current relentless rezoning of agricultural land to residential use must be stopped before our entire county is nothing but rooftops and asphalt!

Open Government - Elected officials should promote an open, citizen friendly environment. Santa Rosa County residents have a personal and economic stake in the county's future and their views should be considered above those of outside economic interests.

• We need real public input! Public boards should ensure meaningful public input from the beginning and throughout any decision making process.
• Conflicts of interest must be avoided. Candidates should fully disclose all campaign contributions as well as all financial relationships that could influence their decision making. Elected and appointed officials should fully disclose all of their business and financial holdings and relationships that could present a conflict of interest, and must agree to abstain from votes that affect their financial interests.
• Elected board members should publicly explain their votes on major decisions. The Commissioners should not make decisions when an item has not been placed on the written agenda. Finally, major policy decisions should always require a public hearing.

Planning and Environmental Protection - Santa Rosa's scenic landscape, productive farms, beautiful forests, charming small towns, rural character, and beautiful rivers and lakes constitute the county's primary assets. Local government has an obligation to protect these assets for posterity.

Santa Rosa County must revise the current plans concerning growth in this county. We will not live up to our vision if the current haphazard approach to growth planning continues. We must slow down our current out-of-control growth and develop and implement plans for well-engineered roads, drainage, lighting, recreational facilities, and billboard ordinances. We need appearance standards that blend development into the natural surroundings. We must learn to say no to the rooftops and asphalt advocates!

• We must promote only sustainable development coupled with energy conservation and efficient building technologies. We must protect our waterways, forests, and wildlife. We should require subdivisions to adopt environmentally sound subdivision covenants.

  We must require the developers to pay their own way. As it now stands, Santa Rosa County taxpayers are being asked to dig deeper into their pockets to pay for the impacts of residential growth. Developers must be required to pay for their impact on our community - roads, schools, EMS, fire protection, law enforcement, correctional facilities, public buildings, libraries, and recreational facilities.
• We must ensure that future developments do not continue to drive out lower income families. Our county needs to develop and implement an affordable housing plan that is workable.
• We must strive to keep what makes Santa Rosa County special. We must protect our heritage and rural character by creating economic incentives that encourage private sector support of land preservation, affordable housing, and public transportation. We need a comprehensive preservation plan for Santa Rosa's rural communities.

Education - Our schools should provide a safe, dynamic, and thriving environment, helping each child succeed to the highest level possible.

• We must ensure that our young people can reach their potential in scholarship, citizenship, public service, physical fitness, and personal health.
• We must demonstrate leadership in our building designs and location. When new schools are built, or old schools renovated, we must incorporate the highest standards for energy efficiency and sustainability. We should also consider transportation distance and costs, and the impact of unplanned growth in making school location decisions.
• County citizens must insist on building new schools on a cash basis, rather than borrowing, using funds from impact fees, grants, and state/federal funds.
• We must invite the broadest level of citizen input in identifying new school sites, optimum school size, and providing equivalent opportunities for each child.
